Military training of citizens for military service under the programs of reserve officers and reserve sergeants is carried out in military specialties as part of higher professional education with the aim of forming a military reserve of the Republic of Kazakhstan, as well as recruiting officers and sergeants for primary positions of the Armed Forces of the Republic of Kazakhstan.

Military training under the program for reserve officers is carried out under a state educational order and on a paid basis, the cost of training on a paid basis does not exceed the cost of training under a state educational order.

Military training under the program for reserve sergeants is carried out on a paid basis, the cost of training does not exceed the cost of training under the state educational order for military training of reserve officers.

Students of organizations of higher and (or) postgraduate education (hereinafter referred to as OVPO) who have military departments that have passed the conditions of the competition are allowed to study on a free basis by state order, and students who have also passed the conditions of the competition recommended by the commission in accordance with the number of places allocated to the military department are allowed to study on a paid basis. Students accepted to study at the military department are potential candidates for conscription military service.

The selection of students to the military department is carried out annually by the selection board based on a competition in accordance with the recruitment plan.

The acceptance of documents by the military department ends 10 working days prior to the start of the selection board operation.

Students under the age of 24 are admitted to participate in the competition.

The competition for the selection of students to study at the military department is carried out in four stages:

the first stage: undergoing of medical examination pursuant to the Rules for military medical examination and Regulations on military medical examination bodies in the Armed Forces of the Republic of Kazakhstan approved by the Order of the Minister of Defense of the Republic of Kazakhstan as of December 21, 2020
No. 716 (registered in the Register of State Registration of Laws and Regulations of the Republic of Kazakhstan under No. 21869);

The second stage: undergoing professional and psychological testing;

The third stage: physical fitness checkup.

The fourth stage: competitive selection carried out based on calculation of the rating score, compiled and approved by the head of OHPE in coordination with the Ministry of Defense of the Republic of Kazakhstan.

Undergoing of each stage of the competition is allowed once only.

For training under the program for reserve officers, documents are accepted from first-year (with 4-year training) and second-year (with 5-year training) students.

For training under the training program for reserve sergeants, documents are accepted from students of the first and second-year (with 4-year training) and first, second, third-year (with 5-year training).

A student willing to participate in the competition to study at the military department submits the following documents:

  1. Application;
  2. National ID (original and copy);
  3. A conscription registration certificate or military ID (original and copy).
  4. 2 photos (3х4 cm).
  5. Certificate of no criminal record.
  6. A document (if any) confirming sports achievements.
  7. A certificate confirming education at the university signed by the dean of the faculty.

Military training of students is arranged and carried out under the guidance of a teacher of the military department using the "military day" method. The duration of training sessions is 6 academic hours per day, except for days spent at the training camp (professional practice). The duration of individual work is 2 academic hours. One academic hour in OHPE and at the training camp (professional practice) is 50 minutes.

The beginning and end of the academic year for military training is determined on the basis of the OHPE calendar curriculum.

A student who has not eliminated the academic debt before the start of a new academic period is subject to suspension from military training.

Military training ends with a training camp (professional practice) a year before graduation from the university.

Students who are positively characterized at the place of study and who do not have arrears on current academic performance and tuition fees are admitted to training camp (professional practice).

Students who systematically violate discipline during the training camp (professional practice) and back out from the practice, are suspended from military training based on the recommendation from the head of the military department and by order of the head of OHPE.

Suspension from military training is carried out by order of the head of the university on the following grounds:

  1. Academic underachievement.
  2. Violation of the internal regulations approved by the head of OHPE.
  3. Skipping of 12 hours of training sessions during the academic period, excluding absences due to illness, family and official circumstances (confirmed by the order of the head of OHPE).
  4. On one's own accord.
  5. For health reasons.
  6. Due to expulsion from a higher educational institution;
  7. For non-payment of tuition fees (in case of training on a paid basis).

Students suspended under subclauses 1) - 6) of the Clause cannot be reinstated in military training. Those suspended in accordance with subclause 7) of the Clause are allowed to further military training upon making a payment for training within one month from the date of issuing the order of suspension.

Citizens who have completed a complete course of military training under the programs for reserve officers and reserve sergeants are awarded the military rank of "reserve lieutenant" or "junior reserve sergeant", respectively, under the procedure established by the Rules for Military Service.
