keyboard and stopwatchLabor rating is determining necessary labor time for execution of work (production unit making) for employees under particular managerial and engineering conditions and setting work time standards on their basis.

Labor standards (processing, time, service) are labor inputs, set for employer of the appropriate qualification in accordance with the progress of technique, technology, production and labor management.   

Implementing,  introducing, changing and reviewing of the current labor norms is up to the employer upon agreement with the representatives of the employees, taking into account standard specifications and labor norms.

Lаbor norms are to be changed as far as performance review, rationalization of the working places, implementing of new technique, technology and administrative and technical measures to provide productivity gain, take place.

Achievement of the high manufacture of product (service rendering) by the specific employees, using new methods of work, upon his/her own hook, and improvement of the working places can’t be considered as the ground to review previously set norms.

Employees must be informed on introducing new labor norms by the employer within a month.


When implementing labor norms, the following items should be provided:

  1. Quality of the labor norms, their best approximation to the necessary labor inputs;
  2. Setting of the similar labor norms for the same works, executed under the  analogous managerial and engineering conditions;
  3. Progressiveness of the labor norms on the ground of the scientific achievements;
  4. Norming coverage of the works which are possibly and practically to be rated;
  5. Technical (scientific) feasibility of the labor norms.

Labor norms in the organization , for services (goods, works) of which state tariffs (costs, fee rates) regulation is implemented, they are approved by the employer according to the agreement with authorized state bodies of the corresponding spheres of activity and with authorized state labor bodies in their prescribed order.

Standard labor norms and regulations are developed and approved by the field associations of employers, unified and (or) interfiled standard labor norms and regulations for all the spheres of activity are approved by the National Chamber of entrepreneurs of the Republic of Kazakhstan under agreement with employees representative in the prescribed order of the authorized state labor body.

Employees number regulation providing a technical service and state bodies functioning are developed and approved by the state bodies of corresponding spheres of activity on approval with the authorized labor bodies.

Unified interfiled regulations of employees number providing a technical service and state bodies functioning are developed and approved by the authorized state labor bodies.

Qualified requirements to employees and difficultness of specific type of works are set on the basis of professional standards, and if absent, on the basis of Unified Wage Rate Book, Qualified management, specialists and other employees positions guide, wage rate characteristics of employees profession and standard qualified characteristics of positions of management, specialists and other employees of the company.

The order of their development, reconsideration and approval is set by the authorized state labor body.

UWRB, QS, qualified characteristics of separate specialist positions of public authorities and public enterprises, common for all the spheres of activity are developed and approved by the authorized state labor body. Standard qualified characteristics of positions of management, specialists and other employees of the company are developed and approved by the authorized state labor body.

The authorized state labor body develops and approves the list of names of employee positions of administrative personnel.

The national qualification system was implemented in the Republic of Kazakhstan. It includes the national qualifications frame, field qualifications frame, professional standards.

National qualifications frame consists of description for each qualification level of the general characteristics of the professional activity.

Development and reconsideration of the national qualification frame is conducted by the authorized state labor body jointly with the authorized body in the sphere of education and approved by the republic commission of social partnership and regulation of social and labor relations.

Field qualifications frame classifies requirements in the sphere to specialists qualification by levels in accordance with difficultness of works executed and character of used knowledge, skills and competences.

Development and reconsideration of the field qualification frame is conducted by the authorized state labor bodies and associations of employers of the sphere of activity and approved by the field commissions of social partnership and regulation of social and labor relations.

Professional standard is a standard defined in definite sphere of the professional activity the requirements to qualification and competence level, to content, quality and labor conditions.

Development, implementation, change and reconsideration of the professional standards is conducted by the associations of employers on the basis of field qualifications frames and approved by the National Chamber of Entrepreneurs of the Republic of Kazakhstan in the established order by the authorized state labor body.
