Kandas are ethnic Kazakhs and/or members of their families of Kazakh nationality who were not previously citizens of the Republic of Kazakhstan, have returned to their historical homeland, and have obtained the relevant status in accordance with the Law “On Population Migration".

Individuals who have obtained kandas status have a fairly broad range of rights in the Republic of Kazakhstan. These primarily include: assistance with employment, professional development, and acquisition of a new profession;

  • creation of conditions for learning the state and Russian languages;
  • provision of places in schools, pre-school organizations, as well as social protection institutions for those in need;
  • payment of pensions and benefits;
  • realization of the rights of restored citizens to compensation for victims of mass political repression;
  • exemption from consular fees for issuing visas to enter the Republic of Kazakhstan;
  • access to the guaranteed volume of free medical care in accordance with legislation;
  • provision of state targeted assistance provided for citizens of the Republic of Kazakhstan;
  • movement across the border without collection of customs duties and taxes;
  • allocation of funds for housing acquisition at the place of arrival and payment of one-time allowances (in cases of settlement within regions designated for the reception of kandas).
