The process of entering the public service takes place in several stages, united in the concept of competition. If open vacancies appear in a state body, a competitive selection of candidates is held. 

Information about vacancies is posted on the Internet resources of state bodies that announced the competition and the Agency of the Republic of Kazakhstan for Civil Service Affairs (gov.kz/memleket/entities/qyzmet). The publication of advertisements is also permitted in periodicals.

Citizens entering for the first time or re-entering public service go through the following stages of selection:

  1. testing for knowledge of the state language and legislation of the Republic of Kazakhstan;
  2. testing for the assessment of personal qualities;
  3. competition for an administrative public position.

Testing for knowledge of the state language, the legislation of the Republic of Kazakhstan and testing for the assessment of personal qualities. This test can be passed in advance, its validity period is 1 year. 

Persons who wish to participate in the general competition submit documents to the state body that announced the competition, by appointment, by mail or electronically to the e-mail address specified in the announcement or through the e-government portal E-gov.

According to the Rules, testing of candidates for an administrative state post for knowledge of the state language and legislation of the Republic of Kazakhstan consists of three programs. You need to choose a program in accordance with the selected category of position. The instructions for passing this test can be found at the website of ACSA.

Testing for the assessment of personal qualities

Persons with an identity document of a citizen of the Republic of Kazakhstan containing IIN are allowed to test.

The personnel management service (personnel service) or the person entrusted with the performance of the duties of the personnel management service (personnel service), within two working days after the end of the deadline for accepting documents, considers the submitted documents for compliance of candidates with the qualification requirements approved in accordance with paragraph 4 of Article 17 of the Law "On public service of the Republic of Kazakhstan" (hereinafter referred to as the Law), as well as the conditions for admission to the civil service, provided for in Article 16 of the Law and makes a decision on admitting the participants of the competition to the interview.

Compliance of candidates with the conditions for admission to the civil service, provided for in Article 16 of the Law, is examined through the "Special Accounts" database of the Information Service of the Committee on Legal Statistics and Special Accounts of the General Prosecutor's Office of the Republic of Kazakhstan.

The submission of inaccurate information by the participants of the competition is the basis for refusing their admission to the interview.

The list of candidates admitted to the interview and the schedule of the interview are posted on the Internet resource of the state body that announced the competition within one working day from the date of the decision by the personnel management service (HR service) or by the person entrusted with the performance of the duties of the personnel management service (Human Resources) and no later than one business day before the day of the interview.

Competitors who have not received admission are notified of this by the secretary of the competition commission within one working day from the day the decision is made by the personnel management service (HR department) or by the person entrusted with the performance of the duties of the personnel management service (HR department). Notification is carried out by phone or by sending information to the e-mail addresses and mobile phones of the participants.

On the day of the end of the interview, the competition committee, on the basis of the submitted documents, as well as the results of the interview, including the results of the evaluation of the essay and answers to the competition questions, selects from among the candidates for the vacant position.
