The e-Government porta – eGov.kz
The e-Government Portal (eGov.kz) is a state portal providing citizens, businesses, and government agencies of the Republic of Kazakhstan with access to a wide range of electronic services. It was officially launched on April 12, 2006. Using it, citizens can obtain certificates online, process documents, submit applications, track the status of requests, and interact with various government systems without the need to visit government agencies.

The mobile application of e-Government – eGov mobile
The eGov Mobile application represents the updated eGov.kz ecosystem, which provides access to public services directly from mobile devices. The app went through two key launch milestones: in 2012, the first version of the application called mGov was released, and on October 2, 2019, an updated version was introduced under the name eGov Mobile. Thanks to the eGov Mobile application, citizens can access public services quickly and conveniently from home, using all the features of digital government on their smartphones.
Qaztech platform
The QazTech platform ensures unified standards at every stage of the lifecycle of government information systems. It is a cloud-based solution with development, management and security tools. It facilitates the creation, modernization, and improvement of information systems. Technologically, the Qaztech platform consists of 6 modules: the Cloud Platform Module, the Development Platform Module, the Qaztech UI Components Module, the Identity Platform Module, the Qaztech Bus Module (Integration Bus), Security Platform Module. It was officially launched in Kazakhstan on June 27, 2024.
Smart Bridge – information and communication service
The Smart Bridge project is an information and communication service in the form of Display of Services platform aimed at facilitating the integration of information systems between government agencies and private businesses and contributing to more effective information exchange and improving overall transparency and coordination. The Smart Bridge project in Kazakhstan was officially launched on December 20, 2019. In January 2020, the full-scale launch of the platform began, with the gradual integration of government agencies.

Smart Data Ukimet – information and analytical system
Smart Data Ukimet is an information and analytical system designed for collection, storage and comprehensive analysis of data accumulated in the information systems of government agencies. It was officially launched in Kazakhstan in pilot mode on May 15, 2025.

National Artificial Intelligence Platform (NAIP)
The National Artificial Intelligence Platform (NAIP) is a centralized infrastructure designed to support government agencies of Kazakhstan in exploiting the capabilities of generative text-based AI.
NAIP's goals include creating a unified ecosystem for AI development, automating data collection and analysis, and improving public administration. The project aims to improve the quality of service delivery and strengthen Kazakhstan's position in the international arena in the field of artificial intelligence.

Open Government – Ashyq
The main goal of the Open Government is to build a transparent and accountable state, empower citizens in governance, strengthen anti-corruption efforts, and leverage new technologies to enhance the efficiency of public administration. It was launched in 2015 as part of the implementation of the Nation’s Plan “100 Concrete Steps.”
Open Government comprises the components such as: Open Data; Open Laws & Regulations; Open Dialogue; Open Budgets and Assessment of the Government Agencies Efficiency.

eOtinish platform
The eOtinish platform is designed to automate the process of filing and processing appeals by individuals and legal entities, tracking the history and status of submitted appeals, assessing the quality, if necessary, filing a complaint against the execution by citizens to the relevant government agencies of the Republic of Kazakhstan, as well as filing a claim in court. It was officially launched in Kazakhstan on July 1, 2021.

The development and implementation of an AI-powered digital assistant in the e-Otinish system
is carried out by National Information Technologies JSC, which is creating and integrating this assistant based on artificial intelligence technologies to automate and enhance the efficiency of request processing within the e-Otinish system.
The digital assistant includes the following key functions:
- Automatic summarization of requests
- This enables faster processing of requests and improves the accuracy of analysis.
- Large Language Models (LLMs) are used to analyze the content of the request and generate a concise summary highlighting the key aspects.
- Preparation of preliminary responses
- The system provides the ability to further train the model on official responses from government agencies.
- Responses are generated automatically based on the Unified Knowledge Base and the database of regulatory legal acts.
- A feedback mechanism from government officials has been implemented to assess the quality of the responses.
- Classification and sentiment analysis of requests
- o At the same time, the emotional tone (negative, neutral, positive) is determined, enabling the quick identification of sensitive and critical issues.
- o A trained NLP model classifies requests by categories and tags.
- Generation of analytical digests
- This provides informative and timely support for decision-making.
- Based on the analysis of requests, thematic reports are generated that highlight key issues, trends, and spikes by category.
Currently, work is underway to expand the analytical capabilities of the digital assistant, including:
- Developing logic for identifying cause-and-effect relationships within the topics of appeals;
- Generating analytical reports broken down by government agencies;
- Integration with the Smart Data Ukimet system to enrich data and expand analysis parameters.
The tool under development is designed to support well-grounded managerial decision-making through large-scale analysis of citizens’ appeals, with a focus on identifying systemic causes and preventing recurring issues. Since May 19, 2025, the tool has been piloted by the Office of the Government, the Ministries of Artificial Intelligence and Digital Development, Health, Justice, Labor and Social Protection, Education, Science and Higher Education, as well as by the “Government for Citizens” State Corporation.
Since the start of the pilot, more than 65,000 citizen appeals have been processed.
