Acquisition of a pedigree breeding bull for beef and dual-purpose (beef and dairy) production

2. The availability of agricultural land for commodity producers, including agricultural land located within cities of republican significance and classified as agricultural land within populated areas. This criterion does not apply to agricultural cooperatives formed exclusively from private household farms.
3. Registration of the breeding female livestock in the Livestock Information System and in the Information Database of the Breeding System as of the date of application submission (for agricultural cooperatives – registration of the breeding female livestock in the Livestock Information System and in the Information Database of the Breeding System in the name of the agricultural cooperative or its members).
4. Registration of the acquired livestock in the Livestock Information System and in the Information Database of the Breeding System as of the date of application submission.
 5. Age of the acquired livestock (as of the date of sale indicated in the breeding certificate) – from 8 to 26 months inclusive.
6. The number of acquired breeding bulls shall comply with the following ratios to the breeding female livestock:
1) for natural mating – not less than 20 and not more than 30 females per one bull;
2) for supplementary mating following artificial insemination – one bull per 100 females.
7. Assumption of an obligation to ensure the intended use for no more than two consecutive breeding seasons (not less than 18 months).

Integration with the Unified Automated Control System, the Information System of the Unified State Real Estate Cadastre, the Agricultural Animal Identification Database, and the Information Database of Breeding and Selection Activities

2.

Acquisition of breeding female cattle livestock

3. Registration of the acquired livestock in the Information Database of the Breeding and Selection Activities and in the Livestock Information System as of the date of application submission.
4. Age of the acquired livestock (for domestic purchases – as of the date of sale specified in the breeding certificate; for imports – as of the date of placement of the cattle under quarantine at the seller’s (exporter’s) premises): heifers – from 6 to 18 months inclusive; bred heifers – from 13 to 26 months inclusive.
5. Assumption of an obligation to ensure the intended use for a period of not less than two years, except for cases of natural loss (mortality).

Reduction of costs for raising pedigree young beef cattle

1. Possession of a registration number.
2. Possession of agricultural land.
3. Registration of the sold pedigree cattle born on the farm in the Livestock Information System and in the Information Database of the Breeding and Selection Activities (including historical records).
4. Age of animals at the time of sale: heifers – from 6 to 18 months inclusive; bull calves – not older than 26 months.
5. Possession by the sold livestock of a breeding status assigned by the Republican Chamber in the Information Database of the Breeding System, as well as the completion of grading (bonitation).

Integration with the Unified Automated Control System), the Unified State Real Estate Cadastre Information System, the Agricultural Animal Identification System, and the Breeding and Selection Information Database

From January 20 to December 20 (inclusive) of the current year (the application shall be submitted within twelve months from the date of sale)

4.

Cost reduction for male cattle (including males of dairy or dual-purpose (dairy and beef) production) sold for fattening at feedlots or for slaughter at meat processing enterprises

1. Possession of a registration number (except for agricultural cooperatives).
2. The availability of agricultural land for commodity producers, including agricultural land located within cities of republican significance and classified as agricultural land within populated areas. This criterion does not apply to agricultural cooperatives formed exclusively from private household farms.
3. Registration of the breeding female cattle, as well as their male offspring born on the farm from a pedigree breeding bull, in the Agricultural Animal Identification System and in the Breeding and Selection Information Database (including historical records) as of the date of application submission.
4. Sale of male cattle to a feedlot for cattle fattening or to meat processing enterprises with a slaughtering capacity of not less than 50 head of cattle per day, holding a registration number and a positive statement of the special commission in the form set out in Appendix 5 to these Rules.
5. Upon sale to a feedlot:
1) registration of the male cattle in the Agricultural Animal Identification System and in the Breeding and Selection Information Database (including historical records) in the name of the feedlot;
2) age of the sold livestock – from 8 to 15 months inclusive;
3) the live weight of the sold livestock must be not less than 180 kilograms (where bull calves are sold with a live weight exceeding 250 kilograms, the subsidy payment shall be calculated based on 250 kilograms of live weight).
6. Upon sale to a meat processing enterprise:
1) availability of records in the Unified Automated Control System (including historical records) regarding the sold livestock;
2) the live weight of the sold livestock must be not less than 200 kilograms (the amount of the subsidy shall be calculated based on the difference between the actual live weight at the time of sale and the minimum threshold of 200 kilograms, but not exceeding 250 kilograms).

Integration with the Unified Automated Control System, the Unified State Real Estate Cadastre Information System, the Breeding and Selection Information Database, and the Agricultural Animal Identification System

5.

Cost reduction for beef sold by meat processing enterprises engaged in the slaughter and primary processing of beef

1. Possession of a registration number.
2. Availability of a positive statement issued by the special commission for a meat processing enterprise engaged in the slaughter and primary processing of cattle meat, in accordance with the form set out in Appendix 5 to these Rules.

Integration with the Unified Automated Control System

Dairy and dual-purpose (dairy and beef) cattle breeding

1.

Acquisition of breeding female cattle livestock

1. Possession of a registration number (except for agricultural cooperatives).
2. The availability of agricultural land for commodity producers, including agricultural land located within cities of republican significance and classified as agricultural land within populated areas. This criterion does not apply to agricultural cooperatives formed exclusively from private household farms.
3. Registration of the acquired livestock in the Information Database of the Breeding and Selection Activities and in the Livestock Information System as of the date of application submission.

3. Registration in the Agricultural Animal Identification System of not less than 50 heads of commercial breeding female livestock aged from 23 months for pedigree animals and from 28 months for commercial animals.
 4. Sale of milk to a milk processing enterprise or a milk processing facility holding a registration number.
5. Availability in the Breeding and Selection Information Database of the results of monthly testing of milk samples from each dairy cow for the determination of somatic cell count, conducted by accredited laboratories.
6. Availability of a positive statement issued by the special commission for a commercial dairy farm in accordance with the form set out in Appendix 5 to these Rules.

Integration with the Unified Automated Control System), the Unified State Real Estate Cadastre Information System, the Agricultural Animal Identification System, and the Breeding and Selection Information Database

From January 20 to December 20 (inclusive) of the current year (the application shall be submitted within six months from the date of receipt of payment for the sold milk)

2.1.

Agricultural production cooperative

1. Possession of a registration number (for the applicant’s own milk collection point).
2. Registration in the Agricultural Animal Identification System of the cooperative members’ breeding female cattle aged from 28 months as of the date of application submission.
3. Availability of a positive statement issued by the special commission in accordance with the form set out in Appendix 5 to these Rules.
4. Sale of collected milk to a milk processing enterprise holding a registration number.
5. Availability in the Breeding and Selection Information Database of the results of monthly testing of milk samples from each dairy cow for the determination of somatic cell count, conducted by accredited laboratories (for members of the Agricultural Production Cooperative who are commodity producers (peasant farms, farmer farms, or individual entrepreneurs).

Integration with the Unified Automated Control System, the Livestock Information System, and the Information Database of the Breeding System

1.

Subsidization of the cost of services provided by breeding centers, distributor centers, and insemination technicians for the artificial insemination of breeding female cattle of commodity producers and agricultural cooperatives

1. Registration of the breeding center, distributor center, or insemination technician in the State Electronic Register of Permits and Notifications in the field of breeding livestock.
2. Registration of the breeding female livestock in the Agricultural Animal Identification System and in the Breeding and Selection Information Database by the commodity producer – the owner of the animals – as of the date of application submission.
3. For agricultural cooperatives – registration of the breeding female livestock in the Livestock Information System and in the Information Database of the Breeding System in the name of the agricultural cooperative or its associated members as of the date of application submission.
4. Registration in the Breeding and Selection Information Database of pedigree breeding bulls whose semen was used for artificial insemination.
5. Availability of a contract for the artificial insemination of breeding female livestock concluded with the commodity producer – the recipient of the service.
6. Availability in the Breeding and Selection Information Database of confirmation by the insemination technician, breeding center, or distributor center of the fact of artificial insemination and confirmation of pregnancy of the breeding female livestock.

Integration with the Agricultural Animal Identification System and the Breeding and Selection Information Database

From January 20 to December 20 (inclusive) of the current year

2.

Acquisition of semen of a pedigree breeding bull of dairy / dual-purpose (dairy and beef) and beef / dual-purpose (beef and dairy) production:

1. Possession of a registration number (except for agricultural cooperatives).
2. The availability of agricultural land for commodity producers, including agricultural land located within cities of republican significance and classified as agricultural land within populated areas. This criterion does not apply to agricultural cooperatives formed exclusively from private household farms.
3. Registration of the breeding female livestock in the Agricultural Animal Identification System and in the Breeding and Selection Information Database as of the date of application submission.
4. Registration in the Breeding and Selection Information Database of pedigree breeding bulls of dairy and dual-purpose (dairy and beef) production whose semen has been acquired.
5. Acquisition standard: two doses per head of breeding female livestock.
6. Absence of genetic abnormalities in the acquired semen, confirmed by the Republican Chamber (in the case of imports).

1.

Acquisition of day-old chicks of the final egg-laying line obtained from pedigree poultry

2. Registration of the acquired day-old chicks of the final egg production line obtained from pedigree poultry in the Breeding and Selection Information Database as of the date of application submission.
3. Availability of a breeding certificate for the parent flock from which the day-old chicks of the final line were obtained.

Sheep farming

1.

Acquisition of pedigree sheep and breeding rams

1. Possession of a registration number (except for agricultural cooperatives when acquiring pedigree breeding rams).
2. The availability of agricultural land for commodity producers, including agricultural land located within cities of republican significance and classified as agricultural land within populated areas. This criterion does not apply to agricultural cooperatives formed exclusively from private household farms.
3. Registration of the acquired livestock in the Livestock Information System and in the Information Database of the Breeding System as of the date of application submission.
 4. Age of the acquired pedigree livestock (for domestic purchases – as of the date of sale specified in the breeding certificate; for imports – as of the date of placement of the livestock under quarantine at the seller’s (exporter’s) premises): breeding rams – from 4 to 18 months inclusive; breeding female sheep – from 4 to 18 months inclusive.
5. Assumption of an obligation to ensure the intended use of the animals as follows:
breeding female livestock – for a period of not less than two years, excluding cases of natural loss (mortality);
breeding rams – for not less than two consecutive breeding seasons (not less than 18 months).
6. The number of acquired pedigree breeding rams shall comply with the following ratios to the breeding female sheep:
1) for natural or hand mating – not less than 20 and not more than 30 females per one ram;
2) for artificial insemination – one ram per 300 females;
3) for supplementary mating following artificial insemination – one ram per 100 females.

Sale of male small ruminants during the period from January to April inclusive to a feedlot for fattening small ruminants or to meat processing enterprises with a slaughtering capacity of not less than 300 heads of small ruminants per day, holding a registration number and a positive statement issued by the special commission in accordance with the form set out in Appendix 5 to these Rules.
5. Age of the sold male small ruminants at the time of sale – from 4 to 6 months inclusive.
6. Live weight of the sold small ruminant livestock delivered to the feedlot shall be not less than 25 kilograms.
7. Registration in the Agricultural Animal Identification System and in the Breeding and Selection Information Database (including historical records) of the sold male small ruminants in the name of the feedlot;
 7.1. Upon sale of livestock to a meat processing enterprise – availability of records in the Unified Automated Control System (including historical records) regarding the sold livestock.

4. Availability of a contract for the artificial insemination of breeding female livestock concluded with the commodity producer – the recipient of the service.
5. Availability in the Breeding and Selection Information Database of confirmation by the insemination technician, breeding center, or distributor center of the performance of artificial insemination of the breeding female livestock.
6. Registration in the Breeding and Selection Information Database of pedigree breeding rams whose semen was used for artificial insemination (when using frozen semen).
7. Registration of the principal breeding rams in the Agricultural Animal Identification System and in the Breeding and Selection Information Database (when using freshly collected semen).
8. Registration of teaser rams in the Agricultural Animal Identification System and in the Breeding and Selection Information Database.
9. Load ratio per one principal breeding ram – 1:300 (when using freshly collected semen); per teaser ram – 1:100.
10. Load ratio per one breeding ram (teaser ram) used for supplementary mating – 1:100.
11. The age of pedigree breeding rams (teaser rams) used for supplementary mating shall be not less than 12 months as of October 1 of the current year inclusive.
12. Use of the same breeding rams and teaser rams on the same farm for not more than two consecutive breeding seasons.

7.

Reduction of the cost of fine and semi-fine wool sold for processing

This criterion does not apply to agricultural cooperatives formed exclusively from private household farms.
3. Registration of the livestock in the Livestock Information System and in the Information Database of the Breeding System as of the date of application submission.
4. Sale of fine and semi-fine wool obtained from the producer’s own livestock to wool processing enterprises holding a registration number and a positive statement issued by the special commission in accordance with the form set out in Appendix 5 to these Rules.
5. Availability of a certificate confirming the quality of wool issued by a laboratory conducting wool quality assessment.

Integration with the Livestock Information System, the Unified Automated Control System, and the Information Database of the Breeding System

From January 20 to December 20 (inclusive) of the current year (the application shall be submitted within six months from the date of receipt of payment for the sold products)

Reduction of the cost of coarse and semi-coarse wool sold for processing

1. Possession of a registration number (except for agricultural cooperatives).

The availability of agricultural land for commodity producers, including agricultural land located within cities of republican significance and classified as agricultural land within populated areas. This criterion does not apply to agricultural cooperatives formed exclusively from private household farms.
3. Registration of the livestock in the Livestock Information System and in the Information Database of the Breeding System as of the date of application submission.
4. Sale of coarse and semi-coarse wool obtained from the producer’s own livestock to wool processing enterprises holding a registration number and a positive statement issued by the special commission in accordance with the form set out in Appendix 5 to these Rules.

Integration with the Livestock Information System, the Unified Automated Control System, and the Information Database of the Breeding System

From January 20 to December 20 (inclusive) of the current year (the application shall be submitted within six months from the date of receipt of payment for the sold products)

Horse breeding

1.

Implementation of breeding and selection work with pedigree breeding mares of domestic horse breeds of riding and riding-draught lines

1. Possession of a registration number.
2. Possession of agricultural land.
3. Registration of pedigree purebred breeding female livestock in the Agricultural Animal Identification System and in the Breeding and Selection Information Database as of the date of application submission.
4. Registration in the Agricultural Animal Identification System and in the Breeding and Selection Information Database of pedigree purebred breeding stallions of riding and riding-draught types used for reproduction, aged from 36 months as of the date of application submission (not required in the case of artificial insemination).
5. Registration in the Breeding and Selection Information Database of pedigree purebred breeding stallions of riding and riding-draught types, aged from 36 months as of the date of application submission, whose semen was used (in the case of reproduction by artificial insemination);
 6. Registration of the breeding center, distributor center, or insemination technician in the State Electronic Register of Permits and Notifications in the field of breeding livestock (in the case of reproduction by artificial insemination);
7. Availability in the Breeding and Selection Information Database of confirmation by the insemination technician, breeding center, or distributor center of the performance of artificial insemination of the breeding female livestock (in the case of reproduction by artificial insemination).

2.

Acquisition of pedigree breeding stallions of productive types

This criterion does not apply to agricultural cooperatives formed exclusively from private household farms.
3. Registration of the acquired livestock in the Livestock Information System and in the Information Database of the Breeding System as of the date of application submission.
 4. Age of the acquired livestock (for domestic purchases – as of the date of sale specified in the breeding certificate; for imports – as of the date of placement of the animals under quarantine at the seller’s (exporter’s) premises) – from 18 to 60 months inclusive.
5. The number of acquired breeding stallions shall comply with the ratio of not less than 20 and not more than 30 mares (aged from 36 months) per one stallion.

Camel breeding

1.

Acquisition of pedigree breeding camels

1. Possession of a registration number.
2. The availability of agricultural land for commodity producers, including agricultural land located within cities of republican significance and classified as agricultural land within populated areas. This criterion does not apply to agricultural cooperatives formed exclusively from private household farms.
3. Registration of the acquired livestock in the Livestock Information System and in the Information Database of the Breeding System as of the date of application submission.
 4. Age of the acquired livestock (for domestic purchases – as of the date of sale specified in the breeding certificate; for imports – as of the date of placement of the animals under quarantine at the seller’s (exporter’s) premises) – from 12 to 60 months inclusive.
5. The number of acquired breeding male camels shall comply with a ratio of not less than 20 and not more than 30 females (aged from 36 months) per one breeding male.
6. Assumption of an obligation to ensure the intended use of the breeding male camel for not less than two consecutive breeding seasons (not less than 18 months).

Integration with the Unified Automated Control System, the Unified State Real Estate Cadastre Information System,
the Livestock Information System, and the Information Database of the Breeding System

From January 20 to December 20 (inclusive) of the current year (the application shall be submitted within twelve months from the date of acquisition)

Pig breeding

1.

Acquisition of a pedigree boar / gilts

1. Possession of a registration number.
2. Registration of the acquired livestock in the Livestock Information System and in the Information Database of the Breeding System as of the date of application submission.
 3. Age of the acquired livestock:
for domestic purchases – from 3 to 12 months inclusive as of the date of sale specified in the breeding certificate;
for imports – from 1 to 12 months inclusive as of the date of placement of the animals under quarantine at the seller’s (exporter’s) premises.
4. The number of acquired breeding boars shall comply with a ratio of not less than 50 and not more than 200 sows per breeding boar.
5. Assumption of an obligation to ensure the intended use of the animals as follows:
breeding female livestock – for a period of not less than two years, excluding cases of natural loss (mortality);
breeding boars – for not less than two consecutive breeding seasons (not less than 18 months).

Integration with the Unified Automated Control System, the Livestock Information System, and the Information Database of the Breeding System

From January 20 to December 20 (inclusive) of the current year (the application shall be submitted within twelve months from the date of acquisition)

Reduction of the cost of pigs sold or transferred for slaughter to meat processing enterprises or slaughter facilities

1. Possession of a registration number.
2. A farm with a herd of not less than 200 principal sows.
3. Registration of the pig livestock in the Agricultural Animal Identification System and in the Breeding and Selection Information Database (including historical records) as of the date of application submission.
4. Sale or transfer of pigs for slaughter to a slaughter facility or to a meat processing enterprise with a slaughtering capacity of not less than 100 heads of pigs per shift, holding a registration number and a positive statement issued by the special commission in accordance with the form set out in Appendix 5 to these Rules.
5. Availability of records in the Unified Automated Control System (including historical records) on the sale or transfer of the livestock.
6. Age of the livestock at the time of sale or transfer – from 5 to 8 months inclusive.
7. Live weight of the livestock sold or transferred for slaughter – not less than 100 kilograms.

Integration with the Unified Automated Control System, the Livestock Information System, and the Information Database of the Breeding System

From January 20 to December 20 (inclusive) of the current year (the application shall be submitted within six months from the date of sale)

At the expense of budgetary funds from the local budget, at the discretion of the local executive bodies of the regions, cities of republican significance and the capital, taking into account the specific features and specialization of the regions

Acquisition of pedigree breeding female goats

1. Possession of a registration number.
2. The availability of agricultural land for commodity producers, including agricultural land located within cities of republican significance and classified as agricultural land within populated areas. This criterion does not apply to agricultural cooperatives formed exclusively from private household farms.
3. Registration of the acquired livestock in the Information Database of the Breeding and Selection Activities and in the Livestock Information System as of the date of application submission.
4. Age of the acquired livestock (for domestic purchases – as of the date of sale specified in the breeding certificate; for imports – as of the date of placement of the animals under quarantine at the seller’s (exporter’s) premises) – from 6 to 18 months inclusive.
5. Assumption of an obligation to ensure the intended use for a period of not less than two years, except for cases of natural loss (mortality).

Integration with the Unified Automated Control System), the Unified State Real Estate Cadastre Information System, the Agricultural Animal Identification System, and the Breeding and Selection Information Database

From January 20 to December 20 (inclusive) of the current year (the application shall be submitted within twelve months from the date of acquisition)

1. Possession of a registration number.
2. The availability of agricultural land for commodity producers, including agricultural land located within cities of republican significance and classified as agricultural land within populated areas. This criterion does not apply to agricultural cooperatives formed exclusively from private household farms.
3. Registration of at least 30 heads of breeding female livestock over three years of age in the Livestock Information System as of the date of application submission.
4. Sale of milk to a milk processing enterprise or a milk processing facility holding a registration number.
5. The annual volume of mare’s milk production per one lactating mare shall not exceed 750 kilograms.

Integration with the Unified Automated Control System, the Unified State Real Estate Cadastre Information System, and the Livestock Information System

From January 20 to December 20 (inclusive) of the current year (the application shall be submitted within six months from the date of receipt of payment for the sold products)

3.

Reduction of the cost of production and processing of camel milk

1. Possession of a registration number.
2. The availability of agricultural land for commodity producers, including agricultural land located within cities of republican significance and classified as agricultural land within populated areas. This criterion does not apply to agricultural cooperatives formed exclusively from private household farms.
3. Registration of at least 30 heads of breeding female livestock over three years of age in the Livestock Information System as of the date of application submission.
4. Sale of milk to a milk processing enterprise or a milk processing facility holding a registration number.
5. The annual volume of camel milk production per one lactating female camel shall not exceed 1500 kilograms.

Integration with the Unified Automated Control System, the Unified State Real Estate Cadastre Information System, and the Livestock Information System

From January 20 to December 20 (inclusive) of the current year (the application shall be submitted within six months from the date of receipt of payment for the sold products)

4.

Reduction of the cost of honey production

1. Possession of a registration number.
2. Registration of bee colonies in the Breeding and Selection Information Database as of the date of application submission.
3. Availability of a certificate confirming the quality of honey issued by a laboratory conducting honey quality assessment.
4. The annual volume of honey production shall not exceed 100 kilograms per beehive per year.
