Military

A military registration card is an important document equal to other fundamental documents (national ID, passport). Availability/non-availability of the document can significantly affect further life. A military registration card is a document which is issued to a citizen upon draft to military service, and also in case of    exemption from military duty with transfer to military reservists record.

Obtainment of conscription registration certificate

A conscription registration certificate is a document of a draftee-citizen of the Republic of Kazakhstan, who is registered in a draft office.  Local military authorities (military commissariats) of districts (cities of regional significance) issue a conscription registration certificate to citizens registered in draft offices. 

The goal of military registration is to determine draft and mobilization human resources for their effective use in provision of defense and safety of the country.      

Military registration of reservists and draftees is performed at the place of residence or temporary stay (for the period more than three months) by local military authorities of districts (cities of regional significance).  In localities where there are no local military authorities, military registration is performed by akims of townships, auls (villages), aul (rural) districts.  

Initial military registration of male citizens in local military authorities of districts (cities of regional significance) is performed on an annual basis from January to March upon reaching 17 years old by a commission for military registration of draftees, while registration of citizens who obtained the Republic of Kazakhstan citizenship is performed throughout the calendar year.   

The following is indicated in a military registration card:

  • a draftee`s personal information (surname, name, patronymic, date and month of birth);
  • medical examination results (fit/unfit for military service);
  • provision of deferment/ exemption from draft for military service.

Pursuant to the Rules for execution of military medical examination and Regulation on military medical examination bodies, citizens who require examination (treatment) are registered in 2 lists by defense departments:

1) in list No.1: those who are temporary unfit for military service;

2) in list No.2: those who are fit for military service with insignificant restrictions.

No later than 10 working days after medical examination completion, the lists are sent to medical organizations at the place of draftee registration. 

Defense department or unit issues a conscription registration certificate which is then provided to a draftee.  

The following is to be submitted to obtain a conscription registration certificate in local military authority:

  1. ID document (for identification);
  2. copy of birth certificate (original copy for verification);
  3. copy of marriage certificate (for citizens of conscription age who are married);
  4. copy of childbirth certificate (for citizens of conscription age who have children);
  5. copy of education certificate (original copy for verification);
  6. abstract from the place of work or study;
  7. reference from the place of work or study;
  8. 2 photos (30х40 mm).

The document is issued to a citizen by a local military authority during undergoing of medical examination and registration for military service. After de-registration from military service and obtainment of military registration card via Government for Citizens” Public Corporation, a conscription registration certificate is withdrawn and transferred to a local military department for elimination.

Re-issuance of a conscription registration certificate upon loss, damage

Re-issuance of duplicate conscription registration certificate is performed via “Government for Citizens” Public Corporation  upon written application of a draftee with indication of reason for loss.

When applying via the Portal, a service provider sends information on the place of public service delivery result obtainment signed with digital signature to a service recipient`s personal account.

Issuance of public service delivery result is performed via Public Corporation (when applying via the Portal, in a Public Corporation branch selected by a service recipient).

The following should be submitted along with a filled-in application (application sample):

  • national ID (for identification);
  • receipt on the payment of fine for non-execution of military service liabilities by citizens under article 647 of the Code of the RoK “On Administrative Violations” (in case if there is a violation) (except those receipts that can be obtained from relevant state information systems via e-Gov Gateway;
  • 2 photos (30х40 mm) (a photo should be relevant to an applicant`s age and depict a full face on a light background, a face should fill 70% of a photo).

Obtainment of military registration card

Pursuant to the Law of the RoK “On Military Service and Status of Military Men”, a military registration card is a single termless personal military document of a citizens, which determines a citizen         `s relation to military service and military duty. 

To obtain the public service, individuals (hereinafter: service recipients) can apply via “Government for Citizens” Public Corporation or e-Gov Portal (www.egov.kz) online by filling in an application (application sample), and also submitting the following documents:

1. Obtainment of military registration card by citizens under 27 years old, who are subject to registration as reservists due to health condition:

  • national ID (for identification);
  • original copy of conscription registration certificate (if available);
  • 2 photos (30х40 mm) (a photo should be relevant to an applicant`s age and depict a full face on a light background, a face should fill 70% of a photo);

Military registration card of a sergeant, soldier is issued to those who were recognized as “Unfit for military service in peacetime, partially fit during war time” based on the results of a medical examination during a next draft and also based on a decision of the regional draft commission of local military department of districts (city of republican significance and capital). 

Citizens who were recognized by a military medical commission as unfit for military service with exclusion from military record are not registered.   

Acceptance is performed at the place of a service recipient`s permanent registration without capability to accelerate the servicing, however it is possible to book a place in an online queue via e-Gov Portal.

Since young men in the age between 18 to 27 years old are subject to military registration, a military registration card can be obtained within the age period. However, if you decided to obtain a military registration card after 27 year old than pursuant to the Code on Administrative Violations you should pay a fine in the amount of 5 MCI.

2. The list of documents to be submitted by citizens who reached 27 years old and who have not undergone military service due to deferent from draft and who are registered in a local military authority:

  • national ID (for identification);
  • original copy of conscription registration certificate (if available);
  • 2 photos (30х40 mm) (a photo should be relevant to an applicant`s age and depict a full face on a light background, a face should fill 70% of a photo).

To obtain the public service “Issuance of military registration cards and their duplicates (temporary certificates) to officers, sergeants and reserve soldiers”, service recipients should submit an application in the form pursuant to Appendix 38 to the Rules.

in cities of republican and regional significance, the capital – 7 (seven) working days;
in the districts – 5 (five) working days.

On the day of documents submission, a service provider executes their acceptance, registration and transfer to a responsible employee.

Consideration by the contractor of a package of documents for compliance with the requirements established by these Rules, preparation of the result of the state service for signature to the head is carried out 2 (two) working days before the expiration of the term of rendering the state service.  

The public service delivery result is issuance of military registration card or its duplicate (temporary certificate) to officers, sergeants, reserve soldiers or substantiated refusal to deliver the public service. 

The following cases involve refusal to deliver public service:

it was established that documents and (or) data contained in them submitted by a service recipient to obtain the public service are unreliable;

non-compliance of service recipient and (or) provided materials, data and information required for public service delivery with requirements set forth by the Rules;

In cases of a reasoned response to the refusal to provide a public service due to the absence of a resolution on the imposition of an administrative penalty, the service recipient must appear at the local military administration body at the place of military registration to consider the issue of bringing to administrative responsibility.

When applying via the Portal, a service provider sends information on the place of public service delivery result obtainment signed with digital signature to a service recipient`s personal account.

Issuance of public service delivery result is performed via Public Corporation (when applying via the Portal, in a Public Corporation branch selected by a service recipient). 

Public service delivery format: in paper. The public service is delivered to individuals free-of-charge.

3. The list of documents provided to citizens who have reached the age of 27, who have not completed military service, from among those who were not previously registered in the military and who did not pass the postscript to the conscription site:

  • identity card (for identification);
  • a medical examination card of a citizen who is in reserve in accordance with Annex 54 to these Rules (with a conclusion on determining the degree of fitness for military service);
  • a copy of the education document (if available);
  • two photographs measuring 30x40 mm (the photos must correspond to the age of the applicant and are made strictly full-face on a light background, the face should occupy about 70% of the total area of the photo).

4. The list of documents to be submitted in case of loss or damage of military registration card:

 

  • identity card (for identification);
  • original military ID (in case of damage);
  • a copy of the resolution on the imposition of an administrative penalty for intentional damage or loss of a military registration document provided for in Article 649 of the Code of the Republic of Kazakhstan "On Administrative Offenses", or a certificate from an authorized state body confirming the fact of loss or damage due to circumstances beyond the control of the service recipient; 
  • two 30x40 mm photos (the photos must correspond to the age of the applicant and are made strictly full-face on a light background, the face must occupy about 70% of the total area of the photo);
