On July 4, 2018, the Law “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on the Expansion of Academic and Managerial Independence of Higher Education Institutions” was adopted, it provides for the gradual expansion of academic and managerial independence of higher education institutions based on the experience of Nazarbayev University.
In accordance with the Law, extramural studies in Kazakhstan were suspended from January 1, 2019. Students who are already studying in extramural course must complete their education, i.e. for example, all those who entered the extramural course in 2018 will be able to complete their studies.
In addition, the period of mastering the educational programs of higher education is excluded. Accordingly, universities will develop flexible and integrated educational programs based on learning outcomes, providing for the completion of the undergraduate program in an accelerated mode.
At the same time, the standard regulating the cost of education in higher education institutions on a fee basis, which is aimed at increasing citizens' access to higher education, is excluded. In this regard, the amount of tuition fees for educational programs and the form of the contract for the provision of educational services are approved by higher education institutions independently.
Measures to abolish extramural studies are aimed at improving the quality of higher education, since according to the data of the Ministry of Education and Science of the Republic of Kazakhstan, in practice, the performance of students of extramural courses is lower than that of full-time students.
As an alternative, universities will switch to distance technologies based on full-time education and will use the part time system, which is designed according to a fairly flexible schedule, with part of the courses taking place in the evenings and on weekends.
