The procedure for entry into the national security agenciens

Enrollment to service/study to the national security bodies of the Republic of Kazakhstan (hereinafter: NSB) under the contract is stipulated by Articles 7, 8, 9, 10 of the Law of the Republic of Kazakhstan "On Special Government Agencies" (hereinafter: Law).

Legally capable full-aged citizens of the Republic of Kazakhstan, except for those who have reached the age limit for ranks, those who have the necessary personal/moral and professional qualities, level of education, health condition and physical development are accepted to serve in the NSB under a contract on a voluntary basis. 

Citizens (except cadets and military students) aged above 23 years old are enrolled to serve in operational units.

Admission to NSB is fulfilled in two stages:

1. The initial stage is held at a candidate's place of study. 

2. The final stage: training takes place under NSB universities, while service is performed in Personnel Department of the National Security Committee.    

Enrollment to the Frontier Academy under the National Security Committee of the Republic of Kazakhstan and the Academy of the National Security Committee of the Republic of Kazakhstan is stipulated by Article 10 of the Law of the Republic of Kazakhstan "On Special State Bodies" and the Order of the Chairman of the National Security Committee No. 2 as of
January 13, 2016 "On approval of the Rules for admission to military, special educational institutions of the national security bodies of the Republic of Kazakhstan implementing educational programs of higher education".

Frontier Academy under the National Security Committee of the Republic of Kazakhstan is a higher military educational institution of Kazakhstan that implements educational programs of higher education with a training period of 4 years in the following specialty: Management of Service and Combat Activities for Units of the Frontier Service of the National Security Committee of the Republic of Kazakhstan.

Academy of the National Security Service of the Republic of Kazakhstan is a special, multidisciplinary educational institution in the field of training, re-training and advanced training of operational, technical and managerial staff of the National Security Service of the Republic of Kazakhstan.

Academy under the National Security Committee of the Republic of Kazakhstan enrolls for the following educational programs:

1) higher education program (duration of study: 4 years), specialty: Counterintelligence Support of National Security;

2) higher education with a reduced period of study or additional education.

Also, NSB universities offer master's and doctorate degree programs for military personnel of the Frontier Service under NSC and Committee staff.

Students are accepted to study at NSB universities or educational organizations of foreign countries under educational programs of higher education:

1. citizens of the Republic of Kazakhstan who have secondary or post-secondary education, who have not completed military service, who have reached the age of seventeen in the year of enrollment, but not older than twenty-one years old;

2. citizens of the Republic of Kazakhstan who have completed military service or service
in special government agencies and military personnel undergoing conscription military service until they reach the
age of twenty-four in the year of enrollment;

3. military personnel undergoing military service under a contract or employees serving in special government agencies until they reach the age of twenty-five years in the year of enrollment.

Citizens of the Republic of Kazakhstan who have higher education until they reach the age of at least twenty-two years in the year of enrollment, except for individuals with military, special ranks, class ranks of officers are accepted as candidates to study at the Academy under the National Security Committee of the Republic of Kazakhstan under educational programs of higher education with a reduced period of study or additional education.

Candidates for admission to NSB universities until November 1 of the year preceding the year of enrollment should submit an application (formal statement) indicating the language of exams and training to the NSC bodies at the place of residence, as well as to the place of study or work (service).

The following should be attached to an application:

• certificate of general secondary education with a transcript or a copy of the diploma of technical and vocational education or post-secondary education with a transcript (copy);
• diploma of higher education (copy), diploma transcript (copy);
• national ID (copy);
• birth certificate (copy);
• six photos (without a headdress, 4.5 x 6 cm);
• autobiography and questionnaire;
• military ID card or registration certificate (copy);
• documents confirming employment (copy) for candidates with higher education.

The following requirements are established for the candidates enrolling for study:

1. Under educational programs of higher education (duration of study: 4 years):

availability of secondary or post-secondary education;

UNT certificate with test results not lower than the threshold level established by the Rules for awarding an educational grant for higher or postgraduate education with the award of a bachelor's or master's degree approved by the Decree of the Government of the Republic of Kazakhstan as of January 23, 2008 No. 58, including at least 5 points on the history of Kazakhstan, quantitative literacy, reading literacy (in the language of instruction) and at least 5 points for each major subject.

2. Under educational programs of higher education with a reduced period of study or additional education:

availability of higher education;

an average score of a candidate for higher education should be at least 2.67 (B-) according to the point-rating letter grading system for evaluating academic achievements (at least 4 points according to the traditional rating scale).

A candidate wishing to enlist in units equated to operational ones needs to submit an application to the NSC bodies at the place of residence or work. 

The following should be attached to an application:

• certificate of general secondary education with a transcript or a copy of the diploma of technical and vocational education or post-secondary education with a transcript (copy);
• diploma of higher education (copy), diploma transcript (copy);
• national ID (copy);
• birth certificate (copy);
• six photos (without a headdress, 4.5 x 6 cm);
• autobiography and questionnaire;
• military ID card or registration certificate (copy);
• documents confirming employment (copy).

The following requirements are established for a candidate enlisted for service:

1. To the position of commissioned officer corps:

availability of higher education

an average score of a candidate for higher education should be at least 2.67 (B-) according to the point-rating letter grading system for evaluating academic achievements (at least 4 points according to the traditional rating scale).

2. To the position of non-commissioned officers:

• availability of post-secondary or higher education related to the profile of proposed official activity;
• military personnel undergoing military service upon completion of the service term;
• privates (sailors), sergeants (master sergeants) of the reserve.

Candidates for service/study should undergo a medical and psychophysiological examination, examination in military medical commissions, as well as a polygraph examination to determine their suitability for service. Also, a special check is carried out on a candidate and his/her close relatives.
