Taking into account all the latest not the most favorable events in the world, including the global pandemic, quarantine restrictions, and economic shocks, the development of the health sector is one of the top priorities of any country.

In this regard, Kazakhstan, like any other country, needs to improve the efficiency of the healthcare sector and the availability of medical care for the entire population, which in turn can be achieved only through digitalization, namely, the integration of the main activity of the healthcare sector with information systems, the use of mobile digital applications, the introduction of e-health passports and the transition to paperless hospitals.

For this task, the Ministry of Health, together with experts, representatives of the business community, has developed new approaches to digitalization of healthcare.

Thus, the health ecosystem is built around the interests of the patient and is segmented in 4 directions:

recovery and prevention of disease
early detection of diseases
medical assistance
chronic disease management and rehabilitation

Automation of public services

According to the order of the Acting Minister of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan dated January 31, 2020 No. 39 / НҚ "On approval of the register of public services" (with amendments and additions dated April 15, 2021), 39 public services are provided in the healthcare sector:

Local executive bodies (hereinafter – LEBs) – 19 public services, including:
At the same time, at the level of the The Committee for Sanitary and Epidemiological Control, the Committee for Medical and Pharmaceutical Control and their territorial subdivisions and subordinate organization (RSE on REM "National Center for Expertise of Medicines and Medical Devices") - 19 public services are provided.

It should be noted that they also provide public services:

«Social Health Insurance Fund» NJSC - «Providing information on participation as a consumer of medical services and on the transferred amounts of deductions and (or) contributions in the system of compulsory social health insurance»;
