Kandas is an ethnic Kazakh and/or members of their family of Kazakh nationality who were not previously citizens of the Republic of Kazakhstan, have returned to their historical homeland, and have obtained the relevant status in accordance with the procedure established by the Law "On Population Migration".
State support measures provided to the kandas, ethnic Kazakhs and their family members
Individuals who have obtained the kandas status, as well as their family members, are entitled to:
- free-of-charge adaptation and integration services in the adaptation and integration centers for kandas;
- medical care in accordance with the legislation of the Republic of Kazakhstan in the field of healthcare;
- access to education, including placement in schools and pre-school organizations on an equal basis with the citizens of the Republic of Kazakhstan, as well as the opportunity to receive eduction in technical, vocational, post-secondary, and higher education institutions within quotas established by the Government of the Republic of Kazakhstan;
- social protection on an equal basis with citizens of the Republic of Kazakhstan;
- employment assistance in accordance with the legislation of the Republic of Kazakhstan.
For the purposes of personal subsidiary farming, gardening, and dacha construction, kandas are provided with land plots for temporary gratuitous use from lands located in rural settlements, agricultural lands, the immigration land fund, special land funds, and reserve lands, in accordance with the land legislation of the Republic of Kazakhstan.
For peasant of farming activities and agricultural production, kandas are granted land plots for temporary land use from agricultural lands, special land funds, the immigration land fund, and reserve lands.
Local executive bodies may establish one-time allowances to compensate for travel expenses and the transportation of property to the place of permanent residence of kandas and their family members who have relocated to the Republic of Kazakhstan outside the regional quota designated for kandas. The procedure and conditions for such payments are determined by regional akimats, cities of republican significance, and the capital, based on standard rules approved by the authorized body responsible for population migration.
Ethnic Kazakhs and their family members who have received approval for kandas status and inclusion in the regional quota for the admission of kandas, as well as kandas and their family members entering the territory of the Republic of Kazakhstan, are exempt from customs duties on personal belongings, including vehicles, in accordance with international treaties and/or customs legislation of the Republic of Kazakhstan.
Kandas and their family members included in the regional admission quota are entitled to state support measures provided to participants of active employment promotion programs in accordance with the Social Code of the Republic of Kazakhstan.
In the event of the death of a kandas or their family members after inclusion in the regional quota, state support measures shall be provided to the family regardless of whether citizenship of the Republic of Kazakhstan has been obtained.
Kandas referred to in paragraph 4-2 of Article 23 of the Law “On Population Migration” are required to fully reimburse the state support measures received under active employment promotion programs in accordance with the Social Code of the Republic of Kazakhstan in cases of voluntary relocation outside the region designated by the Government of the Republic of Kazakhstan within five years or refusal to acquire citizenship of the Republic of Kazakhstan.
