Training of citizens in military-technical and other specialties is conducted by specialized organizations of the Ministry of Defense of the Republic of Kazakhstan (Military-Technical School under the Ministry of Defense of the Republic of Kazakhstan) on a tuition-free basis in accordance with the requirements in the armed forces, as well as on a fee-paying basis with full or partial reimbursement of training costs.
Where training costs are partially reimbursed, the Ministry of Defense of the Republic of Kazakhstan (hereinafter - Ministry of Defense) covers the costs associated with live-fire training exercises and the provision of fuel and lubricants.
Citizens eligible for military service on health grounds, aged from 17 years and 6 months to 26 years, who are subject to conscription for compulsory military service upon completion of training or who are to be enlisted in the mobilization reserve, may be admitted to military-technical and other specialty training free-of-charge. The Ministry of Defense determines the annual training quotas for junior specialists.
On a fee-paying basis, military-technical and other specialty training is available to:
- persons liable for military service who are medically fit for military service;
- conscripts aged 24 to 27 years who are fit or fit with minor restrictions for military service, including those granted deferment from compulsory military service.
The procedures governing the enrollment of conscripts and persons liable for military service, their referral for training on both tuition-free and fee-paying bases, the organization of the educational process, and the duration of training programmes in military-technical and other specialties at specialized organizations of the Ministry of Defense are established by the Minister of Defense of the Republic of Kazakhstan.
The number of conscripts and persons liable for military service trained in military-technical and other specialties at specialized organizations of the Ministry of Defense is determined by the Minister of Defense of the Republic of Kazakhstan based on the armed forces’ requirements for mobilization resources and junior specialists.
The commencement and completion dates of training for conscripts and persons liable for military service are deemed to be the dates of the relevant enrollment and graduation orders issued by the head of the specialized organization of the Ministry of Defense.
Citizens undergoing training at specialized organizations of the Ministry of Defense do not acquire the status of military personnel during the training period.
During attendance at training sessions conducted by specialized organizations of the Ministry of Defense, employers are required to grant educational leave to employees participating in such training programmes.
Conscripts and persons liable for military service retain their positions (employment) for the duration of military-technical and other specialty training. During this period, they cannot be dismissed by the employer except in the event of the legal entity being liquidated, nor can they be expelled from the educational organization by the head of the organization.
Medical examinations of citizens wishing to undergo training in military-technical and other specialties are conducted at the place of military registration by military medical boards of the relevant districts (cities). Following the examination, a medical assessment card is completed and issued in the form prescribed by Appendix 3 to the Rules governing the enrollment, referral and training of conscripts and persons liable for military service on tuition-free and fee-paying bases, the organization of the educational process, and the duration of training programmes in military-technical and other specialties at specialized organizations of the Ministry of Defense of the Republic of Kazakhstan, approved by Order No. 357 of the Minister of Defense as of July 17 2017.
Conscripts undertaking military-technical and other specialty training on a fee-paying basis at specialized organizations of the Ministry of Defense take the military oath upon completion of training in accordance with the Rules for training in military-technical and other specialties (Article 18, Paragraph 4 of the Law*).
Individuals who have successfully completed military-technical and other specialty training on a fee-paying basis at specialized organizations of the Ministry of Defense:
- Are transferred to the reserve (Subparagraph 7, Paragraph 1, Article 41 of the Law*) and are assigned the reserve military rank of “Private” (or “Seaman”) (Paragraph 3, Article 41 of the Law*).
- Become eligible and meet the requirements for military service:
- under contract (Subparagraph 4, Paragraph 1, Article 38 of the Law*);
- in the reserve (Subparagraph 4, Paragraph 1, Article 40-2 of the Law*)
Military-Technical School under the Ministry of Defense of the Republic of Kazakhstan has branches in Aktobe, Almaty, Atyrau, Karaganda, Kyzylorda, Pavlodar, Semipalatinsk, Taldykorgan, Taraz, Uralsk, Ust-Kamenogorsk, Shymkent and Kokshetau.
