Educational and wellness centers for children transfer to electronic licensing Printable version
June 24, 2026A new electronic licensing service for children’s educational and wellness centers has been launched in Kazakhstan. Organizations can now apply for a licence entirely online through the elicense.kz portal, eliminating the need to visit government agencies in person.
The digital format significantly facilitates the licensing process by reducing the time and administrative burden associated with obtaining permits, while also enhancing transparency.
It should be noted that, beginning in 2026, the Ministry of Education introduced mandatory licensing for the activities of children’s educational and wellness centres. In this connection, the terminology used in legislation has been revised: the term “children’s health camp” has been replaced with “children’s educational and wellness centre”. This change reflects the expanded role of such institutions, which now provide not only recreational and wellness services but also educational programmes.
To apply for the online service, users need to:
- sign in to the elicense.kz portal and go to the "Education" section;
- select the service “Educational activities in primary education, basic secondary education, general secondary education, technical and vocational education, post-secondary education, religious education, and educational and wellness services for minors”;
- choose the activity subtype “Educational and wellness services for minors” and click “Next”;
- fill-in the required information, make the payment, and sign the request using one of the available signing methods.
A license is issued for a period of five years, and applications are reviewed within 30 working days.
The new requirements apply to both year-round and seasonal centres and cover both public and private organizations providing educational and wellness services to minors.
Licensing requirements include the availability of medical services, safety systems, approved educational and wellness programmes, compliance with sanitary regulations, appropriate living conditions for children, and the necessary infrastructure.
The new service was implemented by the Ministry of Education of the Republic of Kazakhstan in cooperation with the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan and National Information Technologies JSC.
