To refund erroneously paid amounts, an employer needs to submit an application on the eGov.kz portal. The new service for refund of erroneously paid amounts of mandatory pension contributions and social deductions is delivered to legal entities and individuals operating as individual entrepreneurs.
An application for refund is submitted via the Portal by an employer on behalf of those employees for whom the erroneous amounts were sent. It is only possible to indicate up to 10 employees in one application for refund of erroneously paid amounts of mandatory pension contributions. If there are more employees, one more application should be submitted.
As to the refund of excessive (erroneous) paid social deductions, the application submission process is similar, but in this service an applicant can indicate up to 20 employees at a time.
"Erroneous transfers as well as erroneous transfer of mandatory pension contributions and social deductions happen sometimes. This is mainly due to human factor, sometimes the amount goes to a wrong person or in a wrong amount, etc. Previously, these services were delivered in paper at the central branch of "Government for Citizens" Public Corporation only and Kazakhstani citizens living in the regions had no opportunity to get the services and had to send their documents through courier services and wait up to a month for a response. Having considered the factors, our Company in cooperation with the Ministry of Labour of the Republic of Kazakhstan has transferred the services to an online format and made the refund procedure much easier," said Rostislav Konyashkin, Chairman of the Board, National Information Technologies JSC.
The new service is available in "For citizenry" - "Social security provision" - "Pension provision" section. To submit an application for "Refund of erroneously paid amounts of mandatory pension contributions and (or) penalties", one needs to:
- sign in;
- specify the BIC and IIC of an employer's bank;
- specify "Payment order details";
- check a specified data;
- select the employees for whom you need to make a refund;
- specify the amount to be refunded and a reason for the refund;
- specify "Refund details";
- send a request for approval to selected employees.
Employees (those for whom the amount was erroneously paid) need to approve and sign an application in a personal account of eGov.kz portal. Afterwards, an applicant should sign an application on the status page and wait for application processing result.
The requirements for submission of an application for refund of excessively (erroneously) paid social deductions are the same, the only difference is that the service does not require consent from employees and documents should be enclosed depending on the reason for the refund.
The service delivery result in the form of notification will be available on the status page and in the personal account of eGov.kz portal.
The refund will be carried out in accordance with the Rules and terms for deduction (accrual) and transfer of mandatory pension contributions and the Rules and cases of refund of excessively (erroneously) paid social deductions and (or) penalties for untimely and (or) incomplete payment of social deductions.
It should be noted that the updates were implemented under the framework of the Presidential Decree on the De-Bureaucratization, the importance of which lies in digital transformation and system re-engineering of all the spheres of public administration.
The services have become available thanks to the integration of information systems of the Ministry of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan, the Ministry of Labour and Social Protection of the Population of Kazakhstan and National Information Technologies JSC.
