May 28, 2026The eGov.kz portal has updated the public services for the issuance of technical passports for real estate properties, as well as duplicate cadastral passports. Users can now pay for the service immediately when submitting an application and receive the result electronically.
Previously, applicants had to visit Public Service Centers (PSCs) both to make the payment and to obtain the final document. The process has now been fully digitized: payment is made during the application submission stage, while the completed technical passport or duplicate cadastral passport is automatically uploaded to the user’s personal account on the eGov.kz portal upon completion of the service. The processing time depends on the type of real estate property.

The growing popularity of digital public services is confirmed by statistics. In 2021, approximately 100 000 applications for technical passports and duplicate cadastral passports were submitted through the eGov.kz portal, accounting for 22.8% of the total number of applications. By 2025, this figure had already reached 41%. The increase in the share of online applications demonstrates the demand for electronic public services and citizens’ readiness to use digital tools for solving everyday tasks.
"As part of the continued digitalization of public services, starting from June 1, 2026, the acceptance of applications for the issuance of technical passports for real estate properties and duplicate cadastral passports through PSCs will be discontinued. These services will be provided exclusively online via the eGov.kz portal and the eGov Mobile app. Users will no longer need to make payments separately or visit PSCs to obtain technical passports as the entire process is available electronically, and the completed document will be available in the personal account on eGov.kz", noted Rostislav Konyashkin, First Vice Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan.
It should be noted that the service "Issuance of a technical passport for real estate properties" is also available in the eGov Mobile application. The consistent transition of public services to an online format helps reduce the number of required steps, ease the workload on PSCs, and make services more convenient, faster, and accessible for citizens. At the same time, if a citizen does not have the necessary conditions to obtain the service online, they may use the self-service zones at PSCs and independently apply for the public service.
To date, a number of services have already been automated and made available online, including: issuance of digital signatures, residence registration, replacement of driving licenses, primary registration of vehicles purchased from official dealers, submission of applications for obtaining driving licenses (re-issuance), issuance and extension of permits for labour immigrants, as well as pilot online services for the preparation of land plot documentation in several regions of the country.
The updates were implemented through the joint efforts of the Public Services Committee under the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, “Government for Citizens” State Corporation, and National Information Technologies JSC.
